Biden can’t control congress. Unless they pass it with the budget, they will need republicans to vote for it. That means making a deal. If they make a deal, there’s going to be things in it that each side insists on. It’s a compromise. Almost nothing gets passed without some compromising, because most things need 60 votes in the senate to avoid the filibuster.
