It would help if you told us what "webull" is. Lots of apps only operate in some places. I was in Russia and wanted to use Uber, but there's an app specific to Russia with another name. You should also know that the Mexican telephone system is the most expensive in the world. Have you checked on how much you're getting charged for using data there?
