Butane IS LPG, as is Propane. Both are commercially available . Propane is preferred for heating and for use in cold environments ( mountaineering) , as Butane has a boiling point of 0C , so won’t burn well at low temperatures .

Physically it is more expensive to compress a gas to such an extent that it becomes a liquid. The LPG (Liquid Petroleum Gas) has been compressed and cooled to bring the molecules closer together as in a liquid. The compression and cooling equipment is expensive.

because you can only use butane in temperatures over 0 degrees celsius

Probably because of higher demand for propane.
