If Biden really wanted to give $1400 dollars as a stimulus why doesn’t he issue an executive order.?

Similar to all the other executive orders he has pushed through.

    Congress was supposed to be all on board.  The democrats could easily pass it like they did Obamacare without republicans if they wanted to do so.  But they have more important things to do like removing a private citizen from an office in which he does not hold.  Perhaps next they will decide they need to retroactively impeach Lincoln and Washington.

    He doesn't have that kind of money available.  Executive orders can't make new law or appropriate new money,  All they can do is change administrative policy.  So Biden can, for example, mandate masks on planes and interstate buses, because that's already covered by existing law.  He can change priorities for deportation, because that's under his purview.  He can also increase some unemployment benefits because Congress already gave him money to do that.  But he can't just magically come up with $1400 per person to spend.

    You can't order money to be allocated for sure.  That has to come from Congress and the bill has to start in the House.

    There is a chance Executive authority does not extend that far. It would be blocked by courts.  However, it will pass legislatively [even if by reconciliation where only Democrats support it.]

    Because CONGRESS controls the purse strings.     No money can be spent without Congress passing a spending bill.    Get a book on government,  read it.
