if they were the SAME , they would not have different names

word USE  SAME =   IDENTICAL , not different  per  oxford languages

DUH having a different name  itself makes them DIFFERENT ..as in NOT IDENTICAL     GRASP this concept   jack put 6 RED  DELICIOUS  apples in a bowl and one pear  the 6 apples     are the same they are all called RED DELICIOUS  apples

White IPA and Belgian IPA are the same style of beer! A Belgian India Pale Ale / White India Pale is basically the child of an American IPA and a Belgian Wit.

    both taste like crap .

Not at all. IPA = Indian Pale Ale, Belgian White is a Witbier.

    Nope

For a start an IPA is top-fermented - a Belgian white is bottom fermented

Or are we talking rabbits, chocolate, a nasty little  penicillin-resistant STI....?

Nope.  Belgian whites are unfiltered wheat lagers, whereas an IPA is an over-hopped, filtered ale (although hazy, unfiltered IPAs, such as Sierra Nevada Hazy Little Thing, are currently in fashion).
