Can someone please explain why cold is bad on Li+ ion batteries; when they are used on Mars Rovers; like Curiosity?

    Well, I would presume that on the Rover they are heated to maximise efficiency.

    can someone explain why you ask the same question when the answer is clearly that the batteries are insulated and heated

    Colder temperatures impedes the speed at which chemical reactions occur inside the battery, which is necessary to produce current.
