Who do I contact at Walmart to ask this question?

The hardware department manager.  Bolt and cable cutters are sold at most hardware stores.  

Asking them is pointless and they bear zero responsibility for the thefts.

Most cheap cable and chain locks are very easy to break without cutters and 10 seconds of time.

You can get cable cutters from nearly any store that sells hardware but it is best not to get cheap zip tie locks ( Ottolock , Bell brands too ) , any wire locks or small chain locks are more easily cuttable in a short period of time .

I suggest is to invest in a sturdy U - shaped bike lock and secure the back wheel / frame together first , then either with another U lock or a decent chain lock in the front wheel and leave it in a public site by many of foot traffic or an inside safe place .

Thieves have used cable cutters to steal bikes for decades. That is why many bicyclists buy U locks like Krytonite. I have had 2 bikes stolen in my life both had cable locks on them. One of them was stolen in the 1970s and the other one only 13 years ago. Thieves are more sophisticated nowadays. One of them was videoed using a portable power saw to cut a bike lock. Are you going to forbid the sale of battery powered saws to stop the thieves? How do you do THAT?

I went to police auctions in Frisco back in the old days, in the 1970s, in which the police department sells stuff they recovered from thieves and there were lots of bicycles being sold in those monthly auctions. It is just a fact of life that people steal bikes. One funny way a person tried to discourage theft was to make his bike look as ugly and beat up as he could and he even painted the words "stolen bike" on the bicycle frame. BTW, a lock made with a heavy chain would be more secure. 

Yes, Walmart sells tools in their hardware dept. which will cut through metal.  So do many other stores.  And yes, bikes get stolen every day; not just at Walmart stores.  But, in your mind, Walmart must be responsible.  Using that logic, McDonald's is responsible for the kid pictured below being fat.

Of course they sell cutting tools.  So do other stores, especially hardware stores like Lowe's or Home Depot.  Anyone who uses a simple cable lock for a bicycle left alone for more than 5 minutes is a fool.  It's like a hot knife thru butter.  

I suppose contacting the store manager or any 'associate' in the hardware dept. is just way too logical.    

Wal-Mart isn't known for selling high quality tools. Most people know you can buy high quality heavy duty steel bolt cutters and steel cable cutters at hardware stores.

Thieves use tools to aid in stealing; that isn't the store's fault if someone commits a crime with a tool they sold.
