The Netherlands has decriminalized all victimless activity and provides all citizens with housing and a livable wage..as a result it's jail's are empty..

Soft drugs, e.g. marijuana are decriminalised, and you can only buy the legally in coffeeshops - not to be confused with cafés, by the way.
Prostitution is legal, but only with individuals aged 18 and older.

Adult prostitutes are legal, and cannabisproducts are "tolerated" ( the dutch word is "gedoogd") when bought by an adult in an official "coffeeshop", in ALL OF THE NETHERLANDS
The number of brothels/windows and coffeeshops is regulated by the municipality
