Is he running ICs with 110V?

That dimmer seems like regular TRIAC dimmer and he says frequency is 60Hz, i see no transformer, it all points that he is.

    Yes, the dimmer operates at 120v.

    I'm not about to watch a video, but line dimmers do operate on 120 or 240 volts AC. Most all ICs operate on low voltage DC.
