Your opinion as to why Biden wont be giving the State of the Union address? ?

the reason is clear and obvious.  The most popular President in the history of the world, the man who was granted 80 million votes. Is the same man that refuses to accept and is uncapable to answering direct questions from the press. If bidden attempted to give a public address of the magnitude, the world would publicly ridicule his mental abilities 

Pretty well required by the constitution to give some sort of report.  It does not have to be a big fancy dog and pony show,  but the president has to report to congress.

"He shall from time to time give to the Congress Information of the State of the Union".  What, though, does "from time to time" actually mean?  In practice, it has come to mean "annually".

Presidents usually give an address to Congress in their first year but it’s not officially called State of the Union. A date for Biden to give an address has not been set.

This isn't opinion, it's fact.  Presidents don't usually give a State of the Union address immediately after taking office.  That should have been Trump's job but Trump was too busy throwing temper tantrums and encouraging far right-wing terrorism at the end of his disastrous squatting in our White House to actually do his job.
