I am being followed by a supervisor at work, any advice ?

I have a supervisor constantly following me at work. I tried being friendly towards him, but he seemed snobby so I just let him be. he constantly takes a "break" whenever I take my lunch , even on days when I take my lunch late...To make matters worse, I dont have a car right now and  wait for a taxi after work. While Im waiting, he waits in his car and until I leave. It feels odd and makes me feel paranoid. 

A few times I ended up waiting later for a ride, and he reported me to a supervisor. Today he was pointing at me while talking to someone. Then he turned his head and stared at me. I stared back with a blank look on my face just to see how long he would hold the gaze.

he held gaze for like 5 minutes. As if he was trying to send me a threatening gesture. Its so weird and I don't get it. Is this harassment ? 

Please dont tell me to report to HR, he knows everyone in HR and is dating one of them

Update:

whenever he takes his break on my lunch break he tends to follow me wherever Im at. he appears to be wherever I am and if I move to a different part of campus he follows me. its obvious. and its every day.

Update 2:

I also am scared of being accused of something I didnt do. I feel paranoid all the time. Like this person wants to get me into trouble. He reported me to my direct supervisor a few times just for waiting for my taxi outside. I mustve been waiting for like 30 minutes maybe for my taxi to show up because the taxi was kinda late

    that's deficnitely harassment, especially because he's making you feel uncomfortable. I would go to him directly and ask him why he's acting like a weirdo. even if he denies it, it's gonna be even more awkward for him to continue doing it after you approach him.

    Gosh, I wouldn't like that at all, I'd look for another job.

    This is stalker, harassment, perhaps even a preditor territory. If it was me I would point blank ask him what is your deal? Why do you constantly follow me? Then if it doesn't stop take it up with your manager or HR straight away.
