No. He's depicted by northern Europeans that way for the same reason why east Asians depict Buddha as east Asian instead of Indian. People tend to depict individuals in a way that represents themselves. Since Europe is the continent that advanced the Christian religion and spread it around the world, it makes sense that their version of Jesus is common. Jesus was likely a white or olive-skinned man with brown or black eye and brown eyes. However, it is worth noting that Europeans do have historical ties to the Middle East; Celtic people came from the middle East thousands of years ago.

Jesus was an Asian Jew living in Judea. It is unlikely he had blond hair and blue eyes.
