How come some people abuse their animals and say it's 'fine'?

Someone was keeping their Guinea Pig in a 1-FOOT cage with NOTHING in it except the Guinea Pig. I've seen this multiple times, and they all say it's fine when it's NOT fine.

    Some people don't care. By "its fine" they mean its alive and apparently that's all that matters to some people.

    as long as theyre feeding them, it might not be abuse
