they didn't really have animated videos back in the 90's, as high-speed internet did not come around until 2002 or so in most areas.

it was mostly just low-quality animated GIF files.

Ever heard of BBS (bulletin board system)?

    How about newsgroups on Usenet?

Anyway, my very vague recollections were

of some extremely poor/crude hentai type

animations, many of the very very earliest

classics like Betty Boop, Popeye, and so

    forth. Why?

FTP cam out back in 1985 and any site could essentially use file transfer protocol that was set up for it.

AOL in 1997 launched with file transfer abilities.

Hotline also launched around that time and too had file transfer.

Napster launched in 1999 and you could share everything from music to files.

Again, that it just a few... there were quite a lot.
