Why do people always think Im staring?

I'm not staring at other ppl, but for some reason they always think I am. I am a 37 y/o female and this has been happening to me since I'm 15 and am tired of it. for example, I was out of town over the weekend, and was exploring this small touristy town I'd never been to. There were these two women walking by, one maybe the mother or aunt both very attractive and well dressed, and i had to walk between them bc they didn't create space for anyone as they walked side by side. I heard the young girl about 15 or so say "everyone is staring at me" and the mom or whatever she was say 'yeah they are". i was not even staring! I was a tourist looking at the stores and they just happened to be in my line of vision. Then last night I went to the grocery store and this big overweight woman walking w her children walked by me. i moved my cart for them, and was literally looking at the salads not at them. and she said "don't be staring at me" to herself. 

I have large bright blue eyes . that ppl often comment upon. could this be why? but what am I supposed to do??

Update:

I remember once being heavily pregnant w my daughter and was eating in a restaurant w her dad. I heard these 2 men say "she probably thinks we're terrorists or something" about me, this was around 2007 when terrorism was all the news talked about, and I am sure it was about me. I wasn't even looking at them or thinking anything, I was just gazing in their direction.

Update 2:

Then another time when leaving a prenatal appt, this girl w her boyfriend looked at me, heavily pregnant and said "she was looking at my stomach like' and made a critical face. If anything she was the one looking at mine as I was very visibly pregnant and I really felt she was projecting what she was doing onto me. maybe she was jealous i was pregnant or something and wanted to make it about her.

    I think it could purely be incidental. Sometimes there are occasions when your eyes meet with someone and they incorrectly assume that you are staring at them. Other times people misconstrue you as staring at them when you are actually look at something else near them. Obviously, these people feel a little insecure or threatened by you otherwise they would not be saying anything. My advice would be to simply ignore these people. If they want to get all upset about something trivial then let them. However, please do not let them ruin your day.
