Mention it to management, especially if at the same location.

I'm guessing you are in America. In Australia biscuits are meant to be crunchy. They are sweet for having with tea or coffee. Do you mean a Muffin or bun?

I worked in McDonald's years ago and when I go now I see loads of shortcuts and mistakes at breakfast when most of the public wouldn't realise this, such as the wrong tongs being used, for example the tongs for eggs should not touch meat but they almost never change them, sometimes overdone or underdone eggs, they have timers but nothing forces them to open the poacher at the right time, as well as cheese not being properly tempered, they've often taken it out of the fridge too late and it's too cold... That was a good reason to work there, you could make sure your break meal gets done right, or do it yourself which wasn't really allowed but some managers would let you. The best shift was crossing over from breakfast to lunch because you could sneak a McMuffin and a Big Mac. Mostly though, if you are not satisfied they will change it for you, I mean if you are not making unfair complaints. In the UK they don't do biscuits but if my McMuffin is too hard, I will take it back and I can know it's too hard without unwrapping it. Things go off quickly and they always keep things longer than the guidelines say but, they will make you a fresh one if you take it back and explain. Ideally it shouldn't happen at all, I know but it's amazing how quick things go bad. It has improved though, branches don't tend to have a holding bin anymore and when they did, that meant you got older food more often.

Because they are not allowed to serve them raw, which apparently is what you want.
