    I think it depends a great deal on how many decisions you are allowed to make as a child. You learn to make good decisions by making bad decisions as well as good decisions. A person who is always told what to do as a small child is deprived of the chance to learn decision making.

    You can make good decisions early in life if you have had guidelines that you have followed, like what is a priority and what is the down side and what is the up side of the result of the decision. The more you make the better you get.

    probably around 23-25 but it varies. some 12 year olds make far better decisions than some 30 year olds.
