This is no different than the CARES Act last year.
My city took $1,000,000 of their CARES Act funds and created a youth employment program. You would think that with $1M that we could hire a hundred kids for 12-15 hours a week for a year and still have money for administration / supplies.
** Nope, not us.... we hired 15 students for the summer. All they did was chalk drawings at the parks and other city recreational areas.
What we are doing with are $200M in Federal/State/County aid I couldn't even stomach to look at it.

Yes, I am aware that Fox is pushing the narrative that much of the bill is not related to COVID. Anyone with half a brain can look up the charts showing where the money is going. Many people have suffered from COVID- small business owners especially. The relief payments to them are directly related to COVID. Low income earners were more likely to become unemployed because of shut downs- payments to them are DIRECTLY related to COVID. Teachers had to work twice as hard to develop materials and keep students engaged over the internet, and many have left the field. How are we going to educate children if teachers don't see the work as being worth the money?
Conservatives- we loved it when Trump gave money to rich people. We hate it when Biden gives money to poor people. We INSIST that the economy be opened up because it's hurt the economy to shut down, but we don't want the government to help businesses open up. Typical hypocrisy.

Americans are paying for this Liberal Slush fund.
Labeling it as COVID relief bill, gained 70% support from Americans
However, as Americans learn this was a pig with make up, they are less supportive.
Getting money to struggling Americans is popular,
However, sending money to failing ciites, Union pensions, Teachers Bonuses (for schools that are still closed) is not as popular.
Typical Government. In order to get votes, you have to add pork and Americans will be holding the bill
