Sounds as though you don't know what you'r doing, or that there are conditions relating to your phone call, or you have somehow got in touch with an idiot.
The first two conditions can be eliminated by further research.
The last incident is simply one of the hazards of modern living. Obtain some solace by thinking "There but for the grace of the Gods go I".

They or their parents have given the phone company a list of people allowed to call that number.
