Does primer affect the color of the touch-up paint on the panel?

After a few months of driving on the expressway, the front of my number is destroyed by rock chips. I asked the guy I got the car from if he had any paint leftover and he gave me a small can which ill includes below. However, when I apply the paint to the car, it comes out purple. I've applied it to a couple of metal surfaces before applying it to the panel and the color came out directly as described. I have not tried the primer so I am not sure if this will solve the issue. Any ideas? And yes the the area was cleaned. Also if the issue was not using the primer then the other metal surfaces that I applied it to would have been affected in the same way.

Bumper I meant. I don’t know why it was auto corrected to number? I have been mixing the paint right from the start, but I will for sure prime the area to see if that fixes the issue!

    Yes.

    It surely does.

Also, you must thoroughly MIX the paint in the can.

Part of the color can settle to the bottom of the can.

    P.S.  You said:

What do you mean by "number"?

Painter's 3 Ps motto.  Prepare the surface, Prime and Paint.  Do not make short cuts.
