Can a wasp nest grow in the ground?  ?

I found a wasp nest in the ground and I kicked it over. It has a tail making me think it was made on the ground. Like the wasp was making the nest probably so he/she could come from the bottom outward toward the top? Idk I've heard of ground dwelling wasps but not like this. Because it rained last night it was a soggy nest. So it squished but it stayed solid. Like it was rubbery and had bounce when I stepped on it. But stayed solid.  I have a picture. Does anyone know what kind of wasp this is? I was thinking maybe a fungus that looks like a wasp nest but I couldn't find anything in a Google search. Thanks. Just curious. You can see the tail in the photo that makes me think a wasp built this in the ground. My dog has a single spot she LOVES to go potty and always potties in the same direction isn't it north-south that they face? They go potty on the north-South axis I believe the they sense the earth's magnetic field. Anyway. I pick up.after her but she likes it by one Bush usually ans all day yesterday never saw this nest in the ground. Interesting.

    A nest from a paper wasp and they don't make nests on the ground. usually under places like roof eves, tree branches, etc.

    I bet your rain broke it loose from where it was.

    There are wasps that burrow and nest underground including some hornets and bees.

    Organ wasps like mud daubers, make nests of mud that resemble tiny pipe organs. Usually found like the paper wasps.

    Some wasps build nests IN the ground, but not ON the ground. Likely it fell from a nearby bush, tree or side of the house.

    That's a 'paper wasp' nest.

    They are usually up in a corner of a building 10 -20 feet up, usually on a wood surface. Sometimes in a tree.
