If you have the money to pay one, it's not hard to find a suitable developer on sites like Indeed. Besides looking at their portfolio, see if they're willing to develop a small demo app in front of you (say, to convert back and forth from Celsius to Farenheit), to screen out the posers. Also ask scaling and real-life questions to screen out those who may have a formal education from a boot-camp, but limited real-world knowhow.
