So was the Bowery King on the verge of betraying John in "John Wick 3"?

I think he was about until the High Table leader didn't give in.

    The high table is full of a bunch of stuck up @ssholes who don’t appreciate those who do the actual work for them. They felt it was necessary to punish the King, but they probably didn’t have anyone that could replace him.
