Why do computer hardware still come with CD's?
Why do computer hardware still come with CD's when users don't use optical drives anymore when building their PC's? Why can't the hardware come with USB drives instead for the drivers?

Most don't! Most do come with USB drives! However I still use a DVD burner. Handy for making movies to watch on my big screen TV.

plenty of software is still available on DVD and booting from DVD is very useful when the HDD/SSD boot isn't working.

Manufacturers supply their drivers in only two ways, CDs and through their website. Not everyone has an internet connection so that's where the CD comes in. CDs are cheaper than USB drives and the data is permanent so there's no worry about losing the driver. Then again more and more computers are sold without optical drives. It's an option left to the customer to decide.
