how much to tint car windows ?

im aware it varies from state to state, quality, (or type of tint) dealer etc. i have a four door small toyota. is their certain windows i should not tint? is this something that the dealership woukd offer? i have stickers on the exterior part of my window will they have to be removed?

As you said,  depends from state to state.  Auto tint companies are usually current on state regulations on its use and where it can be applied, it is best to check with them.  Tint is applied on the inside so your stickers should be fine,

Front windows cannot be tinted as dark as the rest. Tinting goes on the inside I believe.

You can get tinted windows at tint shops -use google and look for one in your area - price varies by grade of tint you chose. Tint is on the INSIDE so any stickers in the car will be removed. If your state requires regular state inspections don't tint the windows darker than the law requires or you could be paying for a do-over. The tint shops will give you good advise.
