Who decides which classes in school are required ?

When I was a young boy living in Twin Oaks, a student at Twin Oaks High School was required to take Biology . My family and I moved to Green Valley when my brother was in high school and I was in seventh grade . We were living in the same state, but  Twin Oaks is in Mayfield County and Green Valley is in Granberry County . After a few months, I said "Now that we're living in Green Valley, I might not have to take Biology !" . My mom said "Yes, you do ! Now that's decided by the State Board of Education, so you have to take it no matter where you go in the state !" . My brother's friend was familiar with the classes the students at Green Valley High School were required to take, so he said "No, you don't ! You can, but you don't have to !" . NOW -- If the State Board of Education doesn't decide which classes in school are required, who does ? Who decides if the students in Mayfield County have to take Biology and the students in Granberry County don't ? Who decides which classes in school are required ?  Thank you in advance for your answers .

I lived in Green Valley until I  graduated high school, and in all that time, there was a rumor that "they" were thinking about requiring the students in Granberry County to take Biology . If Biology isn't required at one point, why should it ever be required ?

    The reason I did not go into public school teaching is that curricula are determined by elected school boards, people who often mean well (and that is giving them the benefit of the doubt) BUT know little about the courses and texts they make students learn.

    This may vary by state.  In my state, the state Board of Education determines the total number of credits required for graduation, and the minimum number of credits in each subject area that are required.  Counties are then able to make their own additional requirements - so they could require specific courses in the subject areas, require more credits for graduation than what the state requires, and require more credits in a subject area than what the state requires.  In my state, students need 3 science credits to graduate; in my county, they must take earth science and biology, with the 3rd course being the student's choice.

    In most school districts, you have a choice of biology, chemistry or whatever other science they offer. Larger schools can offer more choices. Was the school in Twin Oaks smaller? They might not have had enough students to offer choices of science courses. The requirement for graduation, which is usually set by the state, usually reads something like "4 years of English, 1 year of science, 2 years of math", etc.

    No doubt, this balancing act can be a tricky one, but at least the broad parameters are clear: On one hand, the federal constitution has primacy; on the other, each state has the authority to create and control school districts and define their standards and curriculum.
