distinguish betweeen immigration and emigration?

    'Immigration' is foreign people coming into a country. 

    'Emigration' is people leaving their country to live in a foreign country.

    One is coming into a new nation and one is going out of their former nation.  All of the criminal aliens on the southern border claim to be immigrating, although they are in fact invading.   They are emigrating from their former nations

    Immigration means incoming people, emigration means outgoing.  So for example you immigrate to a new country and you emigrate from your old country.
