If I wanting to sit and lay in shallow water to get a nice Sun tan wouldn't a large kiddie swimming pool work ?

There is no such thing as a safe tan. Even the slightest overtan could kill you.

That's not safe you could fall asleep and never realize you are being sunburned if you constantly have water cooling you off. Also the water will concentrate the light in some areas causing uneven tanning
