Why did Biden have all the answers to questions asked written out in advance to be read, and also have a list of which ?

reporters to call on during his first press conference?

Update:

His inability to focus and his lack of knowledge of what is going on in his own administration is likely the reason he had to announce his "press conference" so far in advance. It took time to set it all up.
