They all are....i have had my civil rights violated by municipal , county/small claims, and federal courts.  I have severe disabilities.  They all refused judiciary directives for disability accommodations under ADA/504.

For example, I can't be out of the house for more than a couple hours.  At the time, I couldn't sit up for more than 15 minutes.  With municipal/small claims, you have to get there 1st thing in the morning and wait for hours.  The directives specifically listed assigning a specific time as a reasonable accommodation.  I even asked if I could wait in the parking lot in my car where I could recline my seat.  That was denied.  They could have accommodated me by having a stretcher for me to lay on.  One judge even said on record that since the court was wheelchair accessible, I shouldn't need any other accommodations.

The federal court was IRS...in another state.  They refused to even discuss accommodations with me.  There was no way I could travel that far.  Luckily, I was able to get the IRS lawyer to admit they were wrong and drop the case before hand...turns out IRS actually owed me a couple bucks (I had originally ignored some small receipts that I didn't deduct for work expenses).....The IRS agents didn't even know the tax laws, I had to keep sending them copies of their own laws saying I was right.
