Best Game Programming Language?

I'm looking for a robust programming language for Windows 10 that provides all the following.

1. Internal IDE.

2. Ability to compile to EXE and APK.

3. No requirement for external files in final package releases.

4. Define graphic canvas, 320x240, 1280x720, and 4096x2048, etc.

5. WAV, OGG sound change playback rate or rate but not requiring both.

6. No LOGIN to edit source.

7. No requirement for internet to run or edit.

8. Smooth graphics, liquid VSYNC if desired.

9. All IDE keys remappable.

10. Ability to plot true single colored dots on screen.

11. Object-oriented not required, using FLIP() and GOTO allowed.

12. Source code is color-coded in IDE.

13. Programming language is FREE or at least can be examined.

14. Loop random colored dots plotted on every individual pixel in screen of 1280x720 and meet 30fps or higher.

15. Very little CPU usage. #14 above would use no more than 5% CPU on a standard quad-processor.

16. Images have control in Rotation, SetScale, SetAlpha.

17. Built-in shaders including Interpolation, 2xSai, Super Eagle, Super 2xSai, and all HQ variants.

18. Compilation is quick. A simple, "Hello world." program would compile and run in less than 1/20th of a second.

19. Read internet files, for instance remote JPEGs with URL address

20. LOAD/SAVE data files directly to and from the internet.

21. Create and write to virtual "screens" and transfer data directly to from other virtual screens or current visual screen.

Wanted to add that I am currently the main programmer for a software company named Sorcery specializing in Window 10 games. I have been writing video-games and other programs for many years now. I also wrote some business apps for companies years ago.

I guess it's just now I can really sit down and state what is I'm looking for on the IBM-pc. Currently I program in Blitz Basic, it's good but I want better.
