Why am I panicking when I want to start learning a programming language ?
I do nothing at all I'm 30 living with parents...a while ago, I thought I'd make myself useful by learning python and start freelancing... but soon as I started to imagine myself starting the computer, a sense of panic driven anxiety set in... And now I am racing thoughts and not able to ground myself...what could be the reason? Is it because Its too late to start learning something or is it the guilt that I'm not earning any money?

I understand the guilt that you can feel from being unemployed, I was there for a while.
That is actually a seperate issue from your desire to learn programming languages.
You are concerned that you are wasting your time.Believe me, there are a lot of ways that you could be wasting your time, learning to code python is not one of them.
Do your best. Work with the system, such as it is. I hope you find some work.
I would suggest that you think about what it is you want to do, what speaks to you, what interests you. Perhaps it is computer programming. Whatever it is, hang on to that. Most of us have to take whatever job we can get, and it will be the same for you. But yes, discover yourself, what you are good at, discover the world that you are at home in... and you will get there, the job you need will become the job that you want.
Find out what you are good at, and make sure it remains a close part of your life.
