Garden gloves come in many varities.
Find a pair used for rosebush gardening. Mine have a heavy plastic coat on them that disallow thorn punctures. They'll work for cactus as well.
Even a pair of leather work gloves will work.

Wrap them in a piece of newspaper first. TAP the pot they are in on all the sides, to loosen the soil, TIP the pot on its side and slide the plant out. It's rare to have to transplant cacti--are you absolutely sure you need to? It's very unusual to have to since cacti do not have "spreading" root systems. They can remain in a smallish pot for a long long time.

Wear gloves.
Or another trick if it's a round cactus is to fold a sheet of newspaper over a few times until you have a long, thin strip, then use it as a sling wrapped around the cactus. It then doesn't matter if the thorns penetrate the newspaper, as the bit you actually hold on to are the long ends of the newspaper sling.

Well, let's see: using a minimum I.Q., I suppose you could do any of the following:
* Cut the pot or crack it open.
* Wear thick leather gloves.
* Hire someone else to do it.
Good luck !

Wear leather gloves, move slowly. Honestly this is the only thing you can do. My wife has a collection of over a dozen cacti and that's what she does. Heavy gloves, move slowly, so not to jab either hand. You also don't want to shove those needles back up into the cactus either, so moving slow is the best answer.

Tip the pot on its side, and ease the plant out with a small shovel or trowel. The roots will be fine, cactus roots are very sturdy.
