Masturbating but not ejaculating? ?

When im seeing something sexy my dick gets hard in my underwear so I just rub it with hand but I don't take it out even sometimes when I'm in trousers and erected I rub it masturbate but I don't ejaculate Cuz I want to stop masturbating but after some time if I go like this my penis feel itchy and it feels that sperm is about to come out and feels itchy and heavy in my penis. Is this OK or should I just ejaculate? 

Update:

I also feel some pain in testicles if I haven't ejaculated but only masturbated. And does it also cause blue balls. What is blue balls?

    Why are you trying to abstain from ejaculating/masturbating?

    It's a completely normal part of life and is scientifically proven to have many health benefits. Just whip the damn thing out and do it properly. You're doing more harm to yourself by trying to hinder a normal bodily function.

    Not sure if you are confusing itchiness with built-up hormones. You penis shouldn't feel itchy, at least not beyond some mild discomfort when your parts are cramped. 

    What I typically feel when I have abstained is a warm sensation in my penis, which is just your body's way of saying it needs a release. 

    If you are concerned it's more than this, then go see a doctor.
