Is it better to use a GoPro or Canon 70D to record videos of a moving car or inside a car wash inside a car?

Depends upon what kind of shot you want to get and where the camera will be relative to the subject.  Obviously if the camera is going to get wet, the GoPro is what you need.  Sounds like you'll be in the car, so getting wet isn't going to be an issue.

If you need to get a large area in the shot while being close to the subject, like when in a car, then the GoPro might be the better option providing that you didn't have an equivalent focal length for the 70D.

You must keep in mind that a GoPro uses a fish-eye lens which produces a huge amount of distortion.  This distortion makes vertical and horizontal lines to appear as arcs.  However, this can easily be removed in most photo apps like Lightroom.

On the plus side, because the GoPro uses such a wide lens (i.e. short focal length), it will produce a huge amount of depth of field.  The 70D has a much larger sensor which means it must use a lens with a longer focal length for any given angle of view.  So if having a lot of depth of field is important, the GoPro could be the better option unless you've got a 15mm fisheye for the Canon.

The 70D has a larger sensor with larger pixels, so it produces a lot less noise.

So if I had a lens wide enough for the 70D, I would then use it over the GoPro.  Otherwise, I'd use the GoPro and deal with the heavy wide-angle distortion.  Get in the car and do some tests to know for sure. 

GoPros are purpose built for use where conditions may destroy a camera or camcorder.

The Canon 70D is far too delicate and expensive to replace a GoPro.
