I am baffled as to why a man would DO this.  Hairiness is a male trait and a turn-on ... and while I myself prefer a chest that is not too hairy, I find hairy legs on a man sexy.

As a guy, I recently shaved my arms for the first time. Feels great, looks great. Too much hair covers your forearm muscles. Didn't realize how vascular/shredded my forearms were. And it makes your arms look uniform with the rest of your upper half. I don't think most women care either way, as long as it suits your body. It's like asking what hair style looks best. The answer is, the one that suits you. So does shaved legs suit your overall look?
