Those are marks from the cat trying to get away from your molestation acts.

It appears to be shaved or cut, but it could be over grooming. Only a trip to your vet and a skin scrape will tell everything. Most cats can reach that area to groom and once they have a problem they won't leave it alone. She might have to wear a cone for a while for it to heal. Good Luck.

look like cat need a heart worm test shot and those are worms  some thing you need to take care of because cats and dogs get those from old expire cats foods and some times old raw meats and toxic foods that shouldnt be feeding to the animals. you need to get the cat a blood test by vet. not normal to see. not a rash. 

Could it possibly be dry skin and the cat getting itchy. If not that then maybe fleas.

Water will do nothing at all, it look like the cat has been clawing or rubbing its back causing those marks and that idicates it itches, which indicates an allergy potentially a parasite like mites but could be fleas, could be food... the cat needs to see the vet asap

My guess is some kind of parasitic infestation and maybe allergy.  Maybe mites, which are so small you won't see them.  Or a flea allergy.  but it looks more like mites to me.  Mites won't wash off, as they stay under the surface.
