If the Toronto Raptors are allowed to play in Toronto now, why are the Blue Jays still not allowed to return?

  • The Raptors aren't playing games here.  They're still in Tampa and will remain there for the rest of the season.  The NHL Leafs are playing home games in Toronto but they're only playing other Canadian teams so there's no border crossing.  The MLR Arrows are playing home games in Atlanta, the MLS Toronto FC will start their season in Florida.  In other words, the Jays are doing what other franchises are doing.

The Rappers play only teams from Canada. None from the united states. That's the issue. Canada doesn't want people coming in from other countries.
