What do you think is going on with my brother? ?
He’s older now 23 and now he has a girlfriend. I saw a big box condoms downstairs that were half empty. I saw a ton of liquor every where, cigarettes. The only thing he does during the day is work and when he is done with that he will drink till 4 am in the morning or have sex with his girlfriend till 4 am. He’s been burping every second, he breath smells, his acne is bad. He would pick fights with my mom and he spends a lot of money on the wrongs things like $80 for a tiny shot glass. I would think he would have his act together now but how come he is still acting like he is a teenager.

It sounds possible that your brother is on the way to becoming an alcoholic. A shame. Tell him you're concerned , but the choices will be his. If he's fighting with your mother, and still living at home, she needs to kick him to the curb and insist that he become independent and responsible for the choices he makes, and their consequences, as well. If she doesn't, she's contributing to his problems. It will make her feel better, but not be helpful to him.

Totally out of control. Distance yourself. Someone like that is toxic to everyone. Your mom needs to throw him out and let him sink or swim. Life is obviously too easy for him at home.
