Right click each form and select to save as PDF. Click other options if it appears first.

Where did you get the papers? Who created them? Can you tell us more about filing requirements?
If you create the papers, you can use a word processor. Some word processors allow you to export a document in PDF format. Even if your word processor does not have that feature, your system's printing service might allow you to create a PDF document. When you print the document, instead of sending it your default printer, check what printers are available. One of them be a tool that saves your document as a PDF.
Edit:
1) Call them and ask them. They established the requirement, so they are the best people to ask. We, on Yahoo Answers can guess.
2) Are they fillable PDF forms? That is, after downloading, did you fill them out with the form displayed on your monitor, and you typed in the information? If that is the case, you likely use "save as" to save the form. Then, you can email it to them. If they don't accept emailing of those forms, they would have a different way for you to submit them.
