What ought to be the population of Mars?

There's plenty of water on Mars, especially at the polar regions. Suppose the entire surface of Mars was covered with solar panels and biodomes. Is it physically possible for billions of people to inhabit Mars in such a scenario?

    No. It would be impossible to grow enough food for a lot of people. Farms must be inside of greenhouses.

    Most of that ice on the polar caps is CO2 not water.

    Yea, constructing a suitable habitat, mars could be colonized.

    Now just think of the expense and time factor to accomplish such feat.
