What is on the “charter web”? Is it different than the dark web? What is a closed shell system? Please explain?
I heard there is a part of the net that requires a “closed shell system” or CSS to access.
I heard rumors of bulletin board systems that are accessed via old dial up modems which connect to each other via modem lines and such. So called BBS networks are said to exist as some sort of “closed shell system”
I also heard of secret VPNs that link hacker spaces and secret websites used by hackers and such that are used by both black hat and white hat hackers
I also heard about some sort of “secret hacker social network” that is not searchable and only accessible via a closed shell network and special hack software. Access is supposedly only by invite and used by hackers to share info about exploits and to upload exe files and Vbs scripts and Js and Python files like most people upload and post pics.
These hacker sites only connect via LANs, VPNs Bluetooth, and other channels and never become accessible to the public?
Does this so called charter web exist? What parts of the whole charter web I describes are real? What is a myth? Please explain?

Charter Web and Marianas Web are two terms that were completely made up.
Charter Web is used to describe 2 very common things: Darknet, which is just an encrypted web site, and Private Networks, which are not part of internet at all, and anyone can set one up.
"the internet" is a public access connection, that anyone can freely access.
a private network is just that: a group of computers NOT connected to the internet, just to each other.
as for Marianas Web, it is someyhing made up by conspiracy theoridts, with no proof whatsoever to back it up. they claim that government agencies and Illuminati-style groups have set up "super internets" that only they can access.
they base this on the fact that the US Government has set up databases of information that only they can access. but these are actually on the internet, they are just encrypted so nobody but them can access them. and they are not actually websites, just data storage farms. and it's no secret, though there was much controversy about it when Edward Snowden let the public know about it...
so no, Charter Web and Marianas Web are not real things.
as for the rest of your questions, those are all real things, not big secrets. though people do not publicize when they set up private networks like that, because why would you tell anyone where you write your passwords down at? people tend to keep private tbings private, such as heir credit card numbers, social security info, etc.
