Item lost in post - PayPal ?

I sold an item online and posted it with Royal Mail. The money from the sale is on hold in my PayPal balance until it is received - however the item appears to be lost in post as it has been almost 3 weeks since I posted and the buyer has not received the item and the tracking has not updated. 

The buyer has opened a case on PayPal, which I don’t blame them for, but I have proof that I posted the item, and I have the tracking number and the postage receipt, so should I still be able to access my money? How will PayPal resolve this in favour of us both as it’s not my fault the item hasn’t been received and I kept the deal my end and posted the item as agreed

    You need to speak to Royal Mail and get a refund for the postage cost & item value. 

    And separately, you need to refund the buyer, as it's not their fault your item hasn't arrived.
