Can people who don’t speak English tell the difference between English speakers’ accents?

I don’t speak Spanish so I can’t tell the difference between a Mexican accent and a Spanish (from

Spain) accent. Or a Quebec vs. a Switzerland French accent. 

What about people who don’t speak English? Can they tell if the person that’s talking is from the United States or from England?

    The only way they can tell is if they're been exposed to the different accents.

    Sometimes they can - depending how strong the accents are

    No. I worked in an office where there was a  Mauritian, a Swiss, a Frenchman  and a Canadian. All spoke French,  and to me all sounded the same. They on the other hand, complained that they did not understand each other unless they were speaking English.
