If you have room in both, it ultimately doesn't matter.
Many computers, today, have an SSD in C and an HDD in D.
If you have this setup, the game will run faster if on the SSD but the HDD will generally have more total storage.
I try to keep C to only the OS and essential applications and keep my game installs to D, where I have a lot more storage.
I have a 500 GB SSD for my C drive and a RAID array of several 4 TB hard drives for my D drive.
When I do audio and video editing, I'll use the D drive as my data drive to store all of the temporary files since that's where I have the storage. That's why I built it this way.
