Do you think there is hope if a child kills/tortures animals?

Lets say an 8-9 year-old child drowns a cat or puppy, watches it dying... then laughs and smiles... is there hope for that child?

When a child or teen bullied others and they feel remorse, many people believe they can change for the better. Yet, people don't believe so if a little kid murders or tortures animals.Honestly do you think there is hope still? Can that kid ever become a better person with feeling? Or are those kids too far gone?

    Many years ago I read a book about children who commit murder which also included chapters on torturing and killing animals.  According to the author it was the children who were able to talk about what they'd done and not minimized it or tried to deny it in later life who turned out okay.  There was a case with two brothers who murdered a toddler where the one who could talk about it when it was on his mind turned out a "normal" adult, but his brother who was in total denial went on to become a violent criminal.  It struck me as a chicken or egg situation.  Was there already something permanently wrong with the mind that could do these things and then flatly refuse to believe that they'd done it?  I can't recall the title sadly.  I'd love to read it again.  It was published in the mid 90.
