Should schools have homework, tests and exams?

There is a good deal of research showing that homework in elementary school does not improve a student's learning, except for math, where skills are developed by practicing. It's different in high school, where much of homework is reading, and students do need to be reading more than there is time to read in school. There are always going to be exams- the debate is over what kind of exams. Other countries do not rely on the multiple choice exam the way the US does, and current approaches such as the constructed response test, do a better job of assessing reasoning abilities.
