Are civilians with Dbids card allowed on the base?

The whole point of a DBIDS card is to get on base.
The fact that they were issued one means that they are allowed on base, unless that base has restricted access to certain groups because of COVID. Also, some DBIDS cards have restrictions on when they can be used.
