How to make a too smooth road surface a little rough?

There is no such thing unless you have bad tires and it's raining. If you think about it, Civil Engineers design the roads and surfaces. But you could call the highway or town road department and complain. Don't be surprised if they laugh at you and say most complain that they're too rough or don't drain well and create big puddles.
