B. The sample of oil has lower viscosity.

C. The sample of oil has a larger surface area.

D. The density of oil is lower than that of water.

    Just to be annoying, a and b could be right. It's a really badly worded question.

    A.  The molecular weight of the oil is a lot higher than water.  So intermolecular forces are greater.
